Henry Duran Henry Durant

Henry Durant has served as district manager since December 2005, and previously held the position of plant manager for two years. Henry brings over 35 years of engineering, management, and utility experience to the district. Durant, a U.S. Air Force Vietnam Veteran, has made some significant administrative changes to the utility since he was hired. His leadership has improved organization, community relations and employee benefits and educational opportunities, for the utility’s 39 employees.

"My personal goal for the utility is to bring us into the 21st century as it relates to technology. Our treatment plant is top notch and I want to make sure that our office and the administrative side of our organization operates on the same level, so we are able to provide our customers with the highest quality of service."

Carol Bellisle has served the utility customers of South Blount County for the past 22 years. Carol’s role includes managing the office staff that handles the day to day operations of the utility. Al Scott has worked for the utility for the past 23 years and today assists the district manager with the overall management of the utility including: distribution, safety meetings, development and implementation of policies, customer service, construction, and gathering service area data for the utility’s Geographical Information System maps.

"I think what sets us apart from other utilities is our proactive approach to how we do business. We strategically plan for line replacements, infrastructure improvements, plant maintenance and additions so that we will always be prepared to handle our service area’s current and future needs."

Allen LailAllen Lail

Distribution Manager

For over 28 years, Allen Lail has worked for the customers of our service area. Although Allen has been a part of just about every aspect of running a utility, he currently serves as the distribution manager, making sure our customers have a safe, abundant water supply in their homes every time they turn on the faucet. Allen has an Associates degree in Education from the UT: Hiwassee College.

"I think our culture is what sets us apart, our leadership and staff have established a culture that provides a very customer friendly environment. We are becoming more active and visible in the community we serve, through educational opportunities for local school kids, volunteering and donations, and effectively communicating with our local leaders."

Danny GregoryDanny Gregory

Water Treatment Plant Manager

Danny Gregory joined the utility 19 years ago and today manages the utility’s state-of-the-art Water Treatment Plant. Danny manages 12 employees and oversees the daily operations and maintenance of the plant’s equipment and facilities.

"As plant manager, my personal goal for the utility is to continue to provide our customers with the purest, best tasting water possible."

James W. WillocksJames W. Willocks

Financial Manager

James Willocks was hired last year by the utility to help improve the accounting system in place. As the utility continues to grow, James’s role will be instrumental in assisting the utility to remain solvent. James, a graduate of TN Wesleyan College, has over 30 years of accounting experience, having spent the past three decades working for the TN State Banking Department and a CEO of two Federal Credit Unions. In addition, James is a retired Master Sgt. of the Air National Guard, where he spent 22 years in the communications field.

"As our utility and customer base grows we understand how important it is for us to maintain a highly organized financial department. We strive to make sure we run a fiscally responsible organization that carefully plans, saves, and acquires the necessary capital to operate successfully."
