Board of Commissioners

The South Blount County Utility District (SBCUD) is governed by a three-member board of commissioners, appointed by the Blount County Mayor, who serve four-year terms. The commissioners handle all fiscal, policy, and procedural aspects of the organization. The Board of Commissioners meet the first Tuesday of each month at 9:00 a.m. in the conference room of our office located at 808 W. Lamar Alexander Parkway in Maryville Tennessee. The board meetings are always open to the public and customers and community leaders are encouraged to attend.

Virginia Morton is the acting President of our utility’s commission and has served on the board since 1994. Since her appointment, Virginia has had to make difficult decisions in order help the utility manage and function effectively as the service area began to rapidly grow. Virginia served as a Blount County Commissioner from 1990-2002 and her leadership and community relationships have been instrumental in guiding the utility through the proposal and construction processes of its new Water Treatment Facility which began production in 2004.

Born and raised in Blount County, Virginia is actively involved in community affairs, and has spent the last 30 years serving the public’s interest including: a member of the Blount Co. Agricultural Extension, Tourism, and Animal Control Boards, the Blount Co. 911 and Sherriff’s Committees, President/Secretary of the Blount Co. Republican Women’s Committee, and a member of the Middle Settlement United Methodist Church.

I am most proud of being a part of this utility during the construction of the new Water Treatment Facility, because it was the right decision for the people of our area.”

Tom Abbott has served on our commission for the past 8 years and has over 42 years of experience in the utility industry. Tom, a former foreman with the City Maryville’s Electrical Department recently retired after 34 years of service. Tom was born and raised in Blount County and is an active deacon at Six Mile Baptist Church. He and his wife, Maxine, have just celebrated their 50th wedding anniversary.

“One of my personal goals for the utility is to continue to bring a reliable, quality product to our customers at an affordable price as well as actively plan to provide public water to families in our district that are relying on failing well systems for their water needs. Everyone should have access to safe water.”

Marshall Hurst is the newest member to the board, having been appointed in December 2005. Prior to serving on the board he spent the past 32 years as a Union Labor Officer for the United Steal Workers (Local 309). Also an active community leader Hurst, spent 12 years on the Board of Directors for Blount Memorial Hospital when he was appointed by Governor Alexander to make recommendations to the state regarding the healthcare field, Marshall was also on the Board of Directors for ALCOA where he was a member of the 25-year club, and he and his wife of 50 years are active members of the Sevier Heights Baptist Church.

“I believe it is the initiative and ingenuity of our Executive Officer, Henry Durant that sets us apart from others in our field. His leadership has energized our utility and his management style has organized and educated our staff in a way that helps us serve our customers better.”
